The City of Winona reduced its expenditures by 17% to cope with its 2010 aid cuts. Reductions came in areas such as public safety, street maintenance, library services, pool hours, after school programs, park and recreation programs, civic engagement, and charitable giving among other areas. As a result of aid cuts, the city has lost 12 positions including 3 in public safety. The city has delayed capital equipment replacement and capital improvement projects such as fire building reconstruction, street reconstruction, senior center rehabilitation, ice arena rehabilitation, park building rehabilitation, and library rehabilitation. The city has instituted a wage freeze for both union and nonunion employees. On the revenue side, the city’s levy will increase 5% in 2010. The city has also reduced its reserve fund.
