The City of Windom reduced its expenditures by 2.88% to cope with its 2010 aid cuts. Reductions came in areas such as street maintenance, civic engagement, library hours, and pool hours. As a result of budget cuts, the city is down 2 full-time employee positions. Capital equipment replacement items such as a 25-year-old street grader and 20-year-old fire rescue truck, have been delayed, as have capital improvement projects, such as street reconstruction, dam replacement or removal, and fire hall construction. The city has implemented a wage freeze for non-union employees. In other efforts to reduce costs, the city has changed the cycle for firefighters’ physicals from once every 2 years to doing 1/3 of the department each year for the next three years; lowered budgets for office supplies, travel and conferences; and refinanced debt to receive lower interest rates. On the revenue side, the city’s levy will increase 2.49% in 2010, following a 6.4% increase in 2009.
