The City of Waseca reduced services such as snow removal, street maintenance, charitable giving, civic engagement, and library services to cope with its 2010 aid cuts. Through these cuts, 6 employee positions have been reduced. The city has delayed replacing capital equipment and capital improvement projects. The city was able to decrease its levy by 1.5% due to a reduction in the cost of its new wastewater project and a reduction in the debt service levy; however, the city also passed an unallotmetn levy to recapture lost aid. The city notes that its health insurance will incrse by 36.1% in 2010, and that the Fire Relief Association experienced a significant loss in investment income this year, which requires the city to fund an amortization of the loss. The city has also reduced its reserve fund.
