The City of Waite Park reduced its expenditures by 1.94% for 2010. These reductions came in park and recreation programs, public safety programs and personnel, street maintenance, and charitable giving among other items. The city has lost 2 pay-per-response firefighters, 2 maintenance personnel, and a part-time skating rink attendant. They city has delayed an extensive list of capital equipment replacements and has also delayed capital projects. A wage freeze for non-union employees has been implemented, and the city negotiated a one-year 0% increase wage freeze with union employees that allows for step increases. In order to maintain its essential services, the city elected to levy back all lost aid as allowed under the levy limit rules; this amounted to a 54% levy increase for 2010. The city has also reduced its reserve balance.
