The City of Tracy reduced library services, pool hours, public safety programs and personnel, street maintenance, snow removal, and charitable giving, among other items. The city lost one police officer, out of a force including three officers and a chief. Capital equipment replacements have been delayed, while capital improvement projects have been reduced by 30%. Furthermore, the city reduced travel, reduced conferences and educational opportunities, eliminated its safety training contract, reduced planned maintenance, deleted funding for removal of dilapidated buidings, eliminated funding for park improvements. The city increased its levy in 2010 by 4.1% and has also reduced its reserve fund.
