The City of Rochester reduced its expenditures by 2% to cope with its 2010 aid cuts. Reductions came in the areas of public safety, street maintenance, parks and recreation programs, library services, city office hours, charitable giving, civic engagement, among others. As a result of the loss of aid, the city has lost 15 positions in 2010, 4 of which were in public safety. The city has delayed both capital equipment replacement and capital improvement projects. The city has instituted a furlough plan with union and non-union employee groups that reduces expenditures, and plans to negotiate union contracts. On the revenue side, the city’s levy will increase 6.7% in 2010, and the city will likely implement a street light utility fee program. The city has also reduced its reserve fund and it is now below the state auditor’s recommended level.
