The City of Red Wing has reduced expenditures by 8.45% to cope with 2010 aid cuts. Reductions included areas such as public safety, snow removal, street maintenance, after school programs, park and recreation programs, pool hours, civic engagement programs, and charitable giving among others. 11.13 full-time employees have been reduced, including 4.73 public safety positions. Capital equipment purchases and capital improvement projects have been delayed, including $200,000 for sidewalk replacement, $491,000 for various equipment, and $54,000 for building updates. The city has implemented a wage freeze for non-union employees, and 7 of 8 unions have agree to a contract extension with no COLA. On the revenue side, the city has increased its storm water utility fee and has also reduced its reserve fund.
