The City of Park Rapids reduced its public safegy programs and personnel, civic engagment programs, street maintenance, and snow removal to cope with 2010 aid cuts. The city has delayed capital equipment replacements including two police cruisers that have over 150,000 miles each, a 1964 fire truck, and a 1972 fire tanker. Capital projects, including a crosswind runway, a 16-unit hangar, water/sewer replacement, street replacement, vehicle and heavy equipment replacement, computers, and library and fire hall expansions, have all been delayed. The city successfully negotiated a wage freeze with union employees to freeze entry level, first year, and second year employees. Overall, the city increased its levy 14%, with only 3% on an increase in its general fund. Additionally, the city increased fees and used its reserve fund.
