The City of Owatonna reduced its expenditures by 3% to cope with 2010 aid cuts. Reductions included areas such as lifeguard hours at city beaches, park and recreation programs, street maintenance, and reduced library programming, among other items. As part of the reductions, the city lost 6 full-time positions and 2 part-time positions. The city has delayed capital equipment replacements and capital projects, including pagers for the fire department; carpeting, window, boiler and parking lot replacement for the library; snow plow trucks; and playground play equipment. The city implemented a wage freeze for both union and non-union employees. The city’s levy will increase .02% for 2010.
