The City of Morris reduced expenditures by 2% to cope with its 2010 aid cuts. Reductions came in areas such as public safety, park and recreation programs, and charitable giving. As a result of aid cuts, the city is down 1 full-time employee and 1 part-time employee. The city had been delaying capital equipment replacements, but could no longer hold out on replacing a dump truck and street sweeper. Capital improvement projects had also been delayed for years, but the city could no longer deal with its failing infrastructure and implemented a $100,000 annual levy for the city’s portion of these projects. The city has attempted to implement a wage freeze with its union employees, but the contracts stayed the same since they have only one year left; the ciy has informed the unions that they will seek a new contract for 2 years of wage freezes. On the revenue side, the city’s levy will increase 8.5%, but when averaged with the 5.57% levy reduction in 2009, the net increase is 2.75%. The city also implemented a 3% lodging tax to offset funds given to the local Chamber of Commerce for promoting the city. The city has also reduced its reserve fund.
