The City of Melrose has reduced expenditures by 7.6% in 2010 to cope with aid cuts. These reductions have come from street maintanence, snow removal, civic engagement programs, and charitable giving among other items. The city has lost 3 employees since 2009. The city continues to delay replacing captial equipments, such as a 1973 snow plow truck. Furthermore, all street and utilities capital projects continue to be pushed back. The city has instituted a wage freeze for both non-union and union employees. Additionally, the city decreased its levy by .16%, but added administrative fines for ordinance violations, increased park usage fees, and some zoning fees. The city has also reduced its reserve fund.
