The City of Hibbing reduced expenditures by 13% to cope with 2010 aid cuts. Reductions included areas such as public safety programs, street maintenance, library services, and park and recreation programs. The city has lost 12 employees as a result of budget cuts and will not hire a police officer and a firefighter that it had budgeted for. The city delayed over $600,000 of capital projects for 2010 and has implemented a wage freeze for both union and non-union employees. On the revenue side, the city’s levy will increase by 10.5% in 2010. The city has also used funds from its reserve.
