The City of Elbow Lake reduced expenditures by 3% to cope with its 2010 aid cuts. Reductions came in areas such as street maintenance, snow removal, civic engagement, and charitable giving. As a result of the aid cuts, the city has eliminated all part-time summer help. The city will delay replacing capital equipment, which is in desperate need of updating. The city has also instituted a wage freeze for all non-union employees (the city does not have unions). On the revenue side, the city has decreased its levy by 4.4% and has reduced its reserve fund.
