The City of Crookston has reduced expenditures by 4% to cope with its 2010 aid cuts. Reductions came in the areas of public safety and economic development. As a result of the cuts, the city lost 1 police officer out of a force of 17. The city has delayed replacing capital equipment such as a 30-year-old boiler for the fire station and a 30-year-old tractor for the parks and recreation department. The city has also implemented a wage freeze for non-union employees and a wage freeze for 1 out of 3 unions (the remaining 2 are still in negotiations). On the revenue side, the city’s levy will remain flat compared to 2009, and a street light utility fee will be implemented; the revenue generated through this fee is comparable to a 6% property tax increase. The city has also reduced its reserve fund.
