The City of Cloquet provides a unique situation in which the creation of a fire and ambulance taxing district allowed the city to shed all costs associated with these services from its budget. For this reason, actual expenditures have decreased 8.3% while the 2010 levy has also decreased 28.19%. The city notes that without the special taxing district, the increase in levy would have been around 5%. The city has still delayed capital equipment replacements and capital improvement projects. The city has also implemented a wage freeze with both non-union and 2 of 3 unions, and is still in negotiations with the remaing union. On the revenue side, water and sewer rates will increase 12%, and stormwater fees are being considered by the city council. The city has alsor reduced its reserve fund.
