The City of Brainerd has reduced expenditures such as street maintenance, park and recreation programs, civic engagement, and charitable giving among others. As a result of cuts, the city will not fill 3 positions that opened due to retirements, including one firefighter out of a total force of 7 and two police officers out of a total force of 26. All capital equipment purchases have been frozen. The city has instituted a wage freeze for its non-union employees and for all unions except for one still in negotiations. On the revenue side, this city’s levy will increase by 3.8% for 2010 and the city increased park program fees. This city also reduced its reserve fund.
